Користувачі GWToolset — це користувачі, здатні використовувати розширення GLAMWikiToolset для масового завантаження зображень із GLAM-інституцій у Вікісховище.

Користувацька спільнота має відкриту групу електронного листування для обміну інформацією про проекти, найкращі практики, вдосконалення інструментів (включно з обговореннями для встановлення пріоритетності вирішення [$bugzilla виявлених багів]) і користувацьку документацію. Існує Керівна група, сформована з досвідчених масових завантажувачів на Вікісховище, представників відділу фінансування регіональних відділень Вікімедіа і команди проекту (поточним партнером є Europeana), яка наглядає за розвитком проекту, виконує швидку оцінку при активному розвитку проектів, і обговорює майбутні пропозиції, пов'язані з набором інструментів GWToolset.

Керівна група має закриту поштову розсилку, зібрання відбуваються у формі відеоконференцій по кілька разів на рік, а також публікуються нотатки колишніх зібрань, див. сторінки проекту.
