Armeegeneral W.J. Tschuikow, der Chef der neugeschaffenen Sowjetischen Kontrollkommission (SKK), der die Kontrolle über die Durchführung der Bestimmungen und Prinzipien des Potsdamer Abkommens obliegt, empfängt die Mitglieder der Regierung der Deutschen Demokratischen Republik. Die SKK löst die Sowjetische Militär-Administration (SMA) ab, deren Funktionen an die deutschen Staatsorgane übergeben.
