The text reads 'Dee Why Life Saving and Surf Club Roll of Honor [sic]. The Great War 1914 - 1919. Unveiled by Right Hon. Joseph Cook, P.C. 9th April, 1917.'

w:Joseph Cook was the 6th w:Prime Minister of Australia from 1913 - 14, and through this position was appointed to the UK Privy Council, as was common at the time (hence his entitlement to the honorific prefix 'Right Honourable' and the initials 'P.C.', meaning 'Privy Councillor').
