A requirement that the copyright owner must be notified before his/her images are used makes it virtually impossible to use Wikimedia Commons. Since Wikimedia Commons is meant to provide a database of freely licensed images that can be used instantly by anybody for any purpose, this restriction violates the Commons license policy and the images are considered unfree, so images tagged with this template will get deleted unless they aren't relicensed.

It has been voted unanimously that images using this template should be deleted. [1]
