The source link that you have given requires registration at vk.com and does not lead to a page with visible photo and license permission text. @Белов А.В These changes are still not enough. I followed the link https://vk.com/sherstinikin to a page of the author, but did not found this photo there. Please ask him to upload this photo to his wall or maybe to any railway-related community at the vk.com website with a description or comment like Автор фотографии - я, лицензия - CC-BY-SA 4.0, and later replace a source to a direct link like this https://vk.com/wall164620899_84 . Alternatively, if he doesn't want to publish this image at vk.com, ask him to send an e-mail with a permission to permissions-ru@wikimedia.org (see Commons:Волонтёрская команда содействия), then the message will be stored in the VRTS system and will become visible to agents of this service, but this is a more complicated option. Your statement that the photo was taken at your request is useless, because the original permission must be published by the copyright owner.
