Works from Nebraska government arn't considered public domain. Can you elaborate your reason a little bit why this file should be considered public domain? The reason that the Omaha police department created it doesnt make it PD. Where did the police release it with the statement that it is public domain / free of copyrights? --Martin H. File:Unit 731 victim.jpg has been listed at Commons:Deletion requests so that the community can discuss whether it should be kept or not. We would appreciate it if you could go to voice your opinion about this at its entry.

If you created this file, please note that the fact that it has been proposed for deletion does not necessarily mean that we do not value your kind contribution. It simply means that one person believes that there is some specific problem with it, such as a copyright issue. Please see Commons:But it's my own work! for a guide on how to address these issues.

Please remember to respond to and – if appropriate – contradict the arguments supporting deletion. Arguments which focus on the nominator will not affect the result of the nomination. Thank you!

I think we need proper and reliable (or verifiable) attribution for this photo, i.e., information on who took the picture where and when, as well as what it is actually depicting. I understand that you have some information, based on which you declared that it was photographed "not later than 1945" and "under the jurisdiction of the Government of Japan". I would therefore appreciate it if you could share the information at the file description page or its talk page. Thank you very much in advance.--Dwy (talk) 08:27, 19 December 2015 (UTC)Reply
