Works from Nebraska government arn't considered public domain. Can you elaborate your reason a little bit why this file should be considered public domain? The reason that the Omaha police department created it doesnt make it PD. Where did the police release it with the statement that it is public domain / free of copyrights? --Martin H. I think we need proper and reliable (or verifiable) attribution for this photo, i.e., information on who took the picture where and when, as well as what it is actually depicting. I understand that you have some information, based on which you declared that it was photographed "not later than 1945" and "under the jurisdiction of the Government of Japan". I would therefore appreciate it if you could share the information at the file description page or its talk page. Thank you very much in advance.--Dwy (talk) 08:27, 19 December 2015 (UTC)
