That's right. Copyright will end for sure +70 years after the passing of the author. Public domain status is still uncertain. That can work, but note per template that there's some bureaucracy involved. You stating on Commons "She says it's ok" won't work. If you do decide to try to communicate with the photographer, my advice is to be clear that even if she does release a version of the photo under a Commons usable license, you can't guarantee it will be used on Wikipedia. The photograph in question is of historical vintage, and regrettably, the identity of the photographer remains elusive. Nevertheless, this lack of attribution does not appear to present a significant issue, as the image has found wide and unrestricted distribution across various online platforms. To confirm this, please consult the file's source. Considering its potential value as a Wikipedia addition, we are receptive to your recommendations regarding the most suitable Creative Commons license for this image."
