Removing of licence templates

If you remove licence templates (PD, GFDL, PD-Japan etc.) please add {{subst:nld}} to the image description and notify uploader (for example: {{subst:image source|Image:Flag of Akita Prefecture.png}}~~~~)--Anatoliy (talk) 09:04, 17 April 2009 (UTC)

Flag of Okinawa Prefecture

The problem I have is when I draw the prefecture flags, I follow instructions published by the government. Should those instructions be public domain under Article 13, Point 1 and 2? User:Zscout370 ^{(Return fire)} 03:14, 21 September 2009 (UTC)

Those instructions is not always public domain. According to ja:Wikipedia:井戸端/subj/都道府県旗のアップロード and Commons:井戸端/過去ログ3#都道府県旗及び都道府県章のアップロードは問題ないか, "Article 13" applies only texts of government law, and doesn't apply contents (emblem, flag, song, etc). In general, We can use the flag and emblem through the regular procedure. Those instructions is guide for authorized people.--Knua (talk) 05:00, 21 September 2009 (UTC)

Contributor and Sysop may owe the legal liability. Community of Japanese Wikipedia warns about the danger of convenient legal interpretations. I have checked most emblem and flag. Re File:Flag of Kyoto Prefecture.svg Although I have made alteration in the copyright section I have no real knowledge of copyright status of flag. If there are specific concerns I would advise deletion and suggest files I used as sources be examined Pchapman12345 (talk) 00:19, 29 September 2009 (UTC)

Template:PD-Japan-exempt

Some of the flags you have marked as no license, there are textual descriptions on how to draw the flags and those are exempt from copyright status. User:Zscout370 ^{(Return fire)} 00:48, 26 October 2011 (UTC)

As you know, you can add free licenses to files which you judge free copyright status if you take all the legal liabilities. I researched the work day of the files and add free licenses to copyright expired files. I never judge whether the files of flags have copyrightable graphic or not. I been checking the images too. My rule is if there is no Reiki page about the flag and construction details, I don't add it to the Commons and I mark it for deletion. User:Zscout370 ^{(Return fire)} 13:47, 26 October 2011 (UTC)
