The image file in the context has been taken from social media platform fan page of the person in discussion in wiki. Kindly let me know what is to be done to add the file again.
We would need permission from the photographer. This can be given in two ways:
  1. They post to the place where it was originally uploaded, saying "This image is licensed under CC-BY-SA 4.0" or another suitable license.
  2. They send us an email at permissions-commons wikimedia.org, following the guidelines at COM:CONSENT.

When I checked the various ways of uploading images on wiki. It said that the content can be uploaded on flickr.Hence I added picture on flickr as the file is from the fan page of the artist i found on Facebook. When I contacted the admin they said the file is not copyrighted as a result I uploaded the file on flickr. As that made it easier to share on wiki. I'm replying here, because file talk pages of deleted files are routinely deleted. We can only accept the image under the two circumstances I've given above, because the law puts everything under copyright by default. The permission must come from the photographer.
