The reason given by the user who added this tag is: Uploader claims "PD-Art" ("author's life plus 70 years or fewer"). However, this doesn't "add up" at all. In terms of the date of creation, it is given as 1986 (37 years ago; not 70). This article and source give the artist as dying in 2011 (barely 12 years ago; not 70). The work also clearly wasn't painted when the subject was a 9 or 10 year old child...

The reason given by the user who added this tag is: Author is given as "Dollard, Dublin". Which is a publishing house rather than an artist. If we know who the artist is, we need to add it. If we don't know who the artist is, how can we confidently claim "PA-Art"? ("life of author/artist plus 70 years")?
