Please sign your name on Talk pages by typing ~~~~. To link to an image page without embedding the image, type: [[:File:Foo.jpg]], which produces: File:Foo.jpg. You may enable gadgets (custom features) for your account. There are several tools to upload files. Have you edited Wikipedia before? This guide might be useful. Made a mistake? Do you want to have a file renamed or moved? Use the move link and wait for an authorized user to rename it. Do you want to have your recently uploaded picture removed? Tag it as {{speedy|reason here}}. For more information read the deletion guidelines.

Pay attention to licensing

Wikimedia Commons only accepts free content: images and other media files that can be used by anyone, for any purpose. File:Conor O'Brien, 18th Baron Inchiquin.jpg seems to be free (or it would be proposed for deletion), but it was identified as having a wrong license. Usually, it is because a public domain image is tagged with a free license, or because the stated source or other information is not sufficient to prove the selected tag is correct. Please verify that you applied the correct license tag for this file. If you believe this file has the correct license, please explain why on the file discussion page.

The reason given by the user who added this tag is: Uploader claims "PD-Art" ("author's life plus 70 years or fewer"). However, this doesn't "add up" at all. In terms of the date of creation, it is given as 1986 (37 years ago; not 70). This article and source give the artist as dying in 2011 (barely 12 years ago; not 70). The work also clearly wasn't painted when the subject was a 9 or 10 year old child...

The reason given by the user who added this tag is: Author is given as "Dollard, Dublin". Which is a publishing house rather than an artist. If we know who the artist is, we need to add it. If we don't know who the artist is, how can we confidently claim "PA-Art"? ("life of author/artist plus 70 years")?
