- Of course. There are quite a few options.
- They take the photograph themselves, so they own the copyright over that image (and they license it freely).
- They extract it from a medium that is already free.
- You sometimes see this with images from a state/country itself, as many states declare governmental works to be in the public domain (or compatibly freely licensed). For a specific example, see w:Copyright status of works by the federal government of the United States.
- They take it from a free source such as w:Flickr, which often does host images by photographers who license their works freely.
- Keep in mind that not all media on Flickr is free. This goes for any online source.
- This isn't exhaustive, but I hope it gives a good general picture of how many editors get their images. What matters most is that the image is freely licensed, and that the uploader has the authority to license it as such (for example: uploader licenses picture under CC0, uploader is the photographer, uploader has the authority to license their own work).
