Report a troll (Many sock of User:Mr,p balçi) edit

Hello. I don't know exactly how I should have reported. I asked my friends and they said you are in charge here. This is from a 15 year old troll. In all wikis, he manipulates population numbers, ethnic groups, languages, and articles. He receives money from a racist party (Panturkism) for his edits. He has more than ten thousand user accounts, of which you can see the blocked list of 800 here. He frequently manipulates maps here using spare IPs and accounts. He requests to delete any map that is not according to his wishes or manipulates the maps. Here I show some examples of manipulations and abuse of multiple user accounts.
