中文：葡萄牙歷史悠久的重要智庫「拉美暨加海促進學會」(IPDAL) 於本(4)月21與22日舉辦「2022馬夫拉和平外交戰略對話」，我國駐葡萄牙代表處以及加拿大與澳洲兩駐葡大使館等協辦及參與。論壇上計有(依發言順序)馬夫拉市長Hélder Sousa Silva、烏拉圭防長Javier García、巴西防長Paulo Nogueira de Oliveira、哥倫比亞總統Iván Duque Márquez、聯合國助理秘書長Elizabeth Spehar、教廷駐葡大使Monsenhor Ivo Scapolo、葡國會國防委員會主席Marcos Perestrello、東帝汶總統當選人及1996年諾貝爾和平獎得主José Ramos-Horta等人士以實體及視訊方式擔任主講，我國駐葡萄牙代表張俊菲、加拿大大使Elizabeth Rice Madan及澳洲大使Claire Rochecouste、芬蘭大使Satu Suikkari-Kleven等分以協辦及貴賓身分參與，另有學界、國際組織與使節團等逾百人出席。

會議以衝突預防與和平建構為主軸，分別探討「全球和平挑戰」、「東歐和平」、「女性、和平與安全」及「衝突預防」。其中，我國「國防安全研究院」執行長林成蔚線上即時與談「全球和平挑戰」。他以烏俄戰爭與台海和平為主軸，分就全球經濟、國際安全與民主觀點剖析戰爭所須付出代價。曾受葡人民稱為福爾摩沙(Formosa)美名之島嶼台灣擁有2,300萬人口，成為民主與經濟發展成功之典範、半導體製造國，有其自我國家認同、文化與語言等，呼籲歐洲國家、美國與國際社會與台灣站在一起以共同維護和平。發言廣獲與會者讚賞與肯定，並彰顯台灣與理念相近夥伴共同捍衛民主與自由價值之決心。

IPDAL成立迄約20年，係葡國重要且具影響力智庫，於2021年辦理首屆「馬夫拉和平外交戰略對話」，獲得豐碩成果，本次係第二度舉辦並邀請駐葡萄牙代表處共同參與，及邀請我國國防院擔任主講，促成台葡智庫首度交流與合作，別具意義。
