中文：這批相片為台灣新生報記者於1976年4月1日拍攝，主題為宣導騎機車戴安全帽。4月1日至10日間，臺北市警察局派員在市區各重要交通路口，對未戴安全帽的機車駕駛人和乘客進行為期10天勸導。原定4月11日將開始取締，取締方式為舉發但不處罰，不過最後仍決定不取締，預定於7月1日與臺灣省政府同步取締，但最後因為安全帽規格尚未審定完全而作罷。

由於臺灣機車數量眾多，機車事故容易釀成傷亡，因此政府曾多次呼籲機車駕駛人配戴安全帽，但要到1997年政府才正式立法取締未戴安全帽者。1967年12月臺灣省警務處宣導民眾戴用安全帽。1969年臺北市政府交通秩序督導會報決定勸導民眾騎機車須戴安全帽且後座乘客不得側坐。

1979年起政府希望立法強制要求騎乘機車佩戴安全帽，但最後僅於《道路交通處罰管理條例》第32條第2項訂定交通部應宣導機器腳踏車駕駛人及附載座人戴安全帽，因為宣導欠缺強制性，所以效果不彰。1986年時修法再度受挫，1990年修正案立案，但直到1996年底才正式修法完成，1997年3月實施宣導期，6月1日全面取締。
