The Harbour Commission Building.
The larger building on the other side of the railroad tracks is Union Station, prior to the installation of the train shed over the train platforms. The new Union Station was completed in 1920, but it was not opened until 1927 until the tracks were completed.
Landfill has pushed the shoreline about 3-400 metres south of the shore in this 1918 image.
