Description
English: 603 Commercial Avenue, Anacortes, Washington. Historically known as the Brooks Block. Built in 1928 by E.P. Barker, Dr. S.G. Brooks and Douglass Allmond to house Skaggs grocery (a predecessor to Safeway) and the local J.C. Penney department store, which had first opened in Anacortes in the nearby Keystone Building in 1920. Penney's remained in the building for almost 60 years, closing for good on December 31st 1985.
