The book is a compilation of documents found at the residence of Richard Seddon, head of the Anglo-Iranian Oil Company's office in Tehran, with their translation into Persian language. It also contains a narration of how the documents were obtained, and an analysis of their content.

This book is in the public domain in Iran, where it was published, because the author died on 31 December 1979. It includes documents that originally came from the Anglo-Iranian Oil Company (IAOC), a defunct firm with headquarters in both Tehran and London, that may be also subject to the copyright law of the United Kingdom. Since all of the documents were created in or before 1951, are not photographs, and were first published and made available to the public in 1951 by various Iranian print media, copyright expires 70 years after first publication. Copyright of all files potentially protected by the British law are thought to have effectively expired on 31 December 2021.
