一 沿革
二十八年元月 成立各線馱運管理所,隸交通部。
二十九年二月 〓馱運管理所所為各線車〓所,隸公路運輸總局。
二十九年九月 〓總管理處,隸交通部。

甲 幹線 至卅年六月計有川滇、川黔、川陝、甘新、新疆五驛運管理分處及重慶驛運服務處,共水陸驛運主線六,六八九公里。
乙 支線 至卅年六月計有川、滇、粵、桂、浙、贛、湘、閩、皖、豫、康、青十二省驛運管理處。共水陸驛運主線二一,三一九公里。
丙 國際路線
(一) 新蘇線:猩猩峽——霍爾果斯二、〇一三公里;
(二) 新印線:列城至列城東路一、〇〇五公里,西路一、一六〇公里;
(三) 康藏印線:康定——葛倫堡二、五〇一公里。

厲行既定「驛政重於驛運」,「人民共營重於政府專營」,「省處支線重於分處幹線」,「獎勵扶助重於管制」四項政策。
二 實施配合運輸
因地制宜,配合航空、鐵路、公路、輪船、舉辦聯運接運之配合運輸,暢流物資,並以準備軍事反攻及復員期間之運輸需要。
三 改良工具動力
成立「驛運工具動力試驗所」,〓,用科學方法研究改良各種驛運工具之製造及動力使用方法,提高驛運效能。
