Description

1933年1月孫科任立法院院長,1月下旬組織憲法起草委員會,由孫兼委員長,吳經熊、張知本任副委員長,委員有焦易堂、徐元浩、馬寅初等37人。1933年6月8日由吳經熊起草的憲法草案發表,後又幾經修正,於1940年4月23日國民黨中央常務委員會將此案議決通過,1940年6月29日由傅秉常等6人擬成該案說明書初稿。本書即是這份說明書全文,對該案重要條款及立法精神加以說明。書前有傅秉常的《中華民國憲法草案起草經過》一文。附錄有蔣中正和孫科關於憲法憲政言論節抄及立法院歷次所擬憲草各稿條文
