Police and resources control in counter-insurgency: a training manual for police. Author: Adkins, Elmer H., Jr. Abstract: This is a training manual for police. The methods included in this text are emergency procedures not utilized in a normal, peace-time situation. They are stringent, war-time measures designed to assist in defeating the enemy and helping the people of Vietnam. The material contained in this text should be used both as a basis for establishing a control system and for giving training to the officers and men charged with the responsibility of placing it into effect. Chapters include the following topics: the role of the civil police in counterinsurgency (nature of the problem, the enemy and how he operates, the strategic hamlet, and rural police- function and administration); resources control- regulation of the movement of people and goods (gaining support for the program, passes and manifests, identity cards and family registration, check points and searches, fire prevention and protection for the rural policeman, and evacuation/alarms/curfews); and the Malayan experience (the report, what the authors say, the statutes, the planning process, and the reorganization of the national police).
