Hello friend,
I checked the abovementionned law, which states 「文字は金色 略式として使用の場合地色の赤に文字は白色としてもよい。」"the characters are gold colour; for informal purposes it may be white characters on a red field."
it is then clear that the white character is a permitted variant for, like, sport festivals and such, but gold shall be used on official purposes, like governmental ceremonies and official buildings: the Japanese wikipedia also says so (quote:「県章の部分は公式には金色であるが、略式の場合は白を用いても良いとされている。」. I suggest to revert the file:Flag of Niigata Prefecture.svg to gold, and make the white variant as file:Flag of Niigata Prefecture (variant).svg, which, I hope, would settle this useless debate once for all.

Specifying gallery size defeats the ability of a user to see galleries large -- if he has poor vision -- or, although you don't see a problem, small as on a small screen. I would like to inform you: Located does not mean image creator. For example, File:Flag of Asan-Maina, Guam.gif's creator is not Paul Bassinson; he only found the image from [10]. These files are not CC-by-SA-4.0, they are public domain according to the article. According to the article:

"Reproduction of this image is allowed without license. This image is not copyright protected and may be downloaded for public, commercial, or personal use. If you would like to purchase this image printed on banners, stickers, brochures, flags, or other media, please email flagsofguam@gmail.com" and "However, use of this image in any way requires a caption crediting the designer as shown below."

The image is non-copyrighted, although "when publishing any design [flag of municipality] on your print, video, or online publication, you must credit the designer of the flags of the municipalities of Guam. This can simply be done by adding the following under the flag design that you publish: Credit: Designed by Gerard V. Aflague

Fictional flags

I ask that you use some "common sense" when adding flags to Wikipedia & Wikimedia Commons pages. Does it look like it might be fake? See if it has a source, or gives any information on the flag, etc. Doesn't have a source? Try to find it on Flags of the World. It is very likely fake if it does not have/do any of these.

For example, [11] is a fictional flag proposed by a user for Mazatlán. I understand you probably cant speak Spanish, but please keep in mind that "propuesta" means proposed in English. So if you see a supposed flag which has that in their description, I ask that you use Google Translate to understand the description clearly.

I am also not sure if you saw my edit in [12], but I said that Strmare's files should not be trusted, since they seem to be a sockpuppet of SagoShader (who has made many fictional flags and uploaded them here), and afterwards, you added the supposed flag of Tifariti, uploaded by Strmare.

Just letting you know, as it bothers me when people add fictional flags. And, I would like to thank you for your work in putting flags into galleries. The Finnish provincial flags

Hello! I noticed you had uploaded the flags of the former provinces of Finland from Flags of the World. As I mentioned in my edits, the flags depicted on the site are based on the official coats of arms that were designed for the provinces, however the designs were never used as flags. FotW isn't very reliable source as often their information isn't properly sourced to official documents or books, as is the case with the provincial flags in question. There's no mention of provincial flags in Finnish legislation nor is there are other records of the provinces using any types of flags.
