Ola Dodro.

O que da oficialidade ou non a un escudo dun concello é que o brasón (a descrición heráldica) estea aprobado oficialmente (e publicado no DOG) conforme as normas de procedemento establecidas na Lei 7/1985, do 2 de abril, reguladora das bases de réxime local; Lei 5/1997, do 22 de xullo, de Administración local de Galicia; no Decreto 19/2010, do 11 de febreiro, polo que se aproba o Regulamento de símbolos das entidades locais de Galicia, e no Regulamento de organización, funcionamento e réxime xurídico das corporacións locais, aprobado polo Real decreto 2568/1986, do 10 de decembro.

Despois, baseándose nesa descrición heráldica oficial, un artista ou outro poden facer varios deseños.

Que unha páxina web/publicación, ou outra, de quen sea, empreguen un deses deseños ou outro non lle da maior ou menor oficialidade a ese deseño en concreto.

Nalgúns concellos esa circunstancia inda non se da. Por exemplo, o escudo do concello de Redondela foi aprobado recentemente, en outubro de 2014.^{http://www.xunta.es/dog/Publicados/2014/20141013/AnuncioG0244-061014-0001_gl.pdf}

"De azur (azul), a letra R de ouro (amarelo), posta no centro, e acompañada de tres vieiras, tamén de ouro, dúas no xefe e unha na punta. Ao timbre, coroa real pechada."

Eu non atopo aprobación do escudo de Padrón (corríxeme se a hai). De non habela non se pode dicir de ningún dos deseños que sea oficial, nin que estea baseado no escudo oficial.

Escudo de Padrón

Boas Dodro, vin que estás tentando facer algunhas cousas co escudo do concello de Padrón, como parece que tes algúns problemas con Commons, se queres podo tentar axudarche e explicarche como funcionan as cousas para tratar de amañar o problema. Ben, alédame que entendas que o ficheiro que subiches non pode estar aquí. Pero temos o outro ficheiro que tiña antes o artigo e que podemos mellorar, se eu non podo coñezo a xente que si ten os coñecementos técnicos para facelo, e ese ten unha licenza libre. Para iso o primeiro que temos que saber é, Padrón ten un escudo oficial? Se non o ten, en que referencias podemos apoiarnos para modificar o escudo que había (ou facer unha nova versión que vexamos máis axeitada)? O escudo ó que me refiro é o que che poño aquí. Eso si, todas as modificacións que se fagan teñen que estar tamén apoiadas nas normas da heráldica, que non todos os escudos que se atopan por aí cumpren, e tentando manter o estilo do resto de escudos que hai nas wikipedias. Se queres que melloremos ese escudo ti vaime contando as cousas que habería que cambiarlle, e imos vendo o que se pode facer...

He, he, se indica perfectamente que o ficheiro ten unha licenza libre, e esa licenza é compatible coas que se permiten en Commons (as habituais son dominio público, CC-BY, CC-BY-SA), entón non haberá ningún problema. Se usaron o modelo de carta que hai no OTRS non haberá problema, agora hai que esperar a que traten o correo e que revisen que o texto de liberación dos dereitos é correcto.
