Comment Yes, the use is specific, as is indicated in the lower circular banner that surrounds the portrait. (i.e. 'Manifest') There are other usages, such as Proprietary', Mortgage, Foreign exchange, etc for this (and similar) revenue stamps of this period. To get an idea of all the different usages (there are many) see the caption in the dual image at right in the Civil War section on the Revenue stamps of the United States page. Though there are many varieties, we only have one such design/image in Category:Revenue stamps of the U.S. Internal Revenue Service.
