"Theora or Webm"

@Eatcha: Is this supposed to be codec constraint or a container constraint? I'm asking because Theora is a video codec and webm is a container format. Zhuyifei Please see Commons:Featured_media_candidates, I just copied what was already written by members of this community (excluding me) in the last 7 years. But a poll is required to change the rules, I do not have time for the poll right now.
