Does this count as "identifiable"?

I believe there should be some distinction between images that are clearly of a person or persons, and those where there are identifiable members of the public in the image, but are not the main subject. In general I do not upload photos even in the latter category - one of the exceptions is on the left. In this case I know some of the people on the train, though not all (including the children in red). As they are not the main subject of the photo, should images like these be subject to the policy?  An optimist on the run! 12:17, 25 June 2013 (UTC)

This topic appears to be of lesser interest/priority to the community than some of the others in this review, and I propose that we should close it down now. That will allow us in part 2 of the review to focus our full attention on the most important and/or contentious issues.
