English: Naval Service Training Command (NSTC) Command Master Chief Leon Walker and Chief Operations Specialist Samira McBride, a Recruit Division commander (RDC) from Recruit Training Command (RTC), inspect the 2013 Manpower, Personnel, Training and Education (MPT&E;) Sailor of the Year (SOY) finalists in a passageway outside the NSTC headquarter offices here, Feb. 25. Cryptologic Technician Collection 1st Class James R. Lee Jr. (right) was selected as the 2013 MPT&E; SOY at a luncheon ceremony held in the Port O Call Banquet and Conference Center on Naval Station Great Lakes, Feb. 28, following a week of tours and visits to A Schools at Training Support Center (TSC) on the naval station, a tour of RTC, the Navy's only boot camp and a day trip to various Chicago attractions.
