do hereby order that the func-tion, power, and duty of preparing and adopting specifications forthe supply of petroleum and its products to any and all departments,bureaus, agencies, and offices of the Government be transferred toand exercised by the United States Fuel Administrator. The UnitedStates Fuel Administrator shall exercise such functions, powers, andduties through a committee on standardization of petroleum specifica-tions, which shall be composed of the following members: A chairman, who shall be appointed by the United States FuelAdministrator; one member who shall be appointed by the Secretaryof War; one member who shall be appointed by the Secretary of theNavy; one member who shall be appointed by the chairman of theShipping Board; one member who shall be appointed by the DirectorGeneral of the Railroad Administration; one member who shall beappointed by the Director of the Bureau of Mines; and one memberwho shall be appointed by the Director of the Bureau of Standards.

LIBERTY LOAN CAMPAIGN IN WALL STREET LIBERTY LOAN CAMPAIGN. The enthusiasm and patriotism called forth in the five great campaigns forwar loans in the United Slates during the struggle against Germany andAustria-Hungary is well attested by the foregoing scene. Although the streetis the financial hub of the United States, and at this time was the financialhub of the world, and although the hour was noon, all business was suspendedto hear the speaker present her appeal for financial support of the War. She-is standing before the statue of the Father of His Country on the steps of theSub-Treasury Building, and in the background Trinity Church looksbenignantly upon the scene.
