rto Rico, and yet it was proposed to send thereabout thirty thousand troops under the command of GeneralMiles himself. To Puerto Rico where less resistance was tobe expected and where less than expected was really en-countered, was sent a well-equipped army; to Santiago wassent a force inferior in numbers, and jet too large for thecommissary arrangements which accompanied it. GeneralShafter had been compelled to meet difficulties without aparallel in warfare, without that support which was sent toPuerto Rico, where Miles simply led a triumphal march in ahealthy country and without any serious resistance. The Puerto Rican expedition, with the Massachusefis,Columbia, Gloucester, Dixie, Yah, and eight transports,left Guantanamo Bay July 21st. There were about 3,500troops in the first detachment.
