The retirement of Judge Dillon from the bench was theoccasion of profound regret; so strikingly and spontaneouslyprofound that I cannot omit some of its public expressions,as they Avill serve to throw light upon his character as a man,upon his fitness as a Judge, and strongly tend to establishproper estimates of both, as well as to confirm what I havealready said or may hereafter say in that behalf. His letter to the president tendering his resignation wasdated May 26th, 1879. By its terms it was not to take effectuntil the first day of the following September, in order thatin the meantime he might dispose of the unfinished business,and his successor be enabled, if nominated and confirmed be- iThe first instalment of Mr. StUes article appeared in the April Annals.The portrait accompanying that part of the article was made about the timeof his removal from Iowa (1879). The one which appears in this numberrepresents him at the present time.
