Hall of San Francisco,in 1907: This best system does not tend to makegamblers of contractors, nor conduce to skinningof work, as the lump sum system does. It doesnot conduce to under-estimating, or to running upthe cost of work, as the percentage system does. It does not conduce to neglect of the work, asthe percentage and cost plus fixed sum systems do.It does not conduce to antagonism between ownerand contractor or architect and contractor, as allthe other systems do. This system puts a premium on good faith,energy and special ability in the contractor, forthe owners benefit as well as the contractorsprofit, and it puts a penalty on bad faith, neglectand incompetency in the contractor, for theowners protection.
