Following is the notice addressed by InspectorShields to all applicants for building permits in thecity of Sacramento: At the last Legislature three laws were passedconcerning the building industry. It is illegal for any person to practice architecturein this state without a certificate, or to advertise thathe is an architect. Any person may make plans forhis own buildings, or may make plans (other thanstructural) for others if, prior to accepting employ-ment or commencing work on such plans, the personfurnishing the plans shall state in writing to the per-son for whom he is making the plans that he is not anarchitect.
