ts at Camp William Perm, onlyphotographic images for seven units—the 3rd, 6th, 22nd, 24th, 25th, 45th, and127th Regiments—exist. The flags of theColored Troops were sent to the WarDepartment after the Mustering Officeclosed in June 1866. The colors remainedin storage in Washington, D.C., until1906 when they were moved to themuseum of the United StatesMilitary Academy at WestPoint. Sometime in theearly 1940s, most of theflags carried by theColored Troops werediscarded primarilybecause of a lack ofstorage space. CivilWar flag expertRichard A. Sauersreveals much aboutthe symbolismBowser employed inhis work in his two-volume study, Advancethe Colors! PennsylvaniaCivil War Battle Flags,published by the Common-wealths Capitol PreservationCommittee. Camp William Perms commander,Lieutenant Colonel Louis Wagner,described the flag of the 3rd Regiment as 67- *_y hrough his artwork for the regiments at Camp William Perm, Bowser expressed the patriotism and loyalty of theCivil War eras blacks.

being of regulation size, of fine bluesilk, with coat-of-arms of U. S. and nameof regiment on one side and a painting,finely executed, of the Goddess ofLiberty presenting a flag to a coloredsergeant on the other side. In thebackground Bowser painted militarycamp tents and a United States flag,most likely an allusion to Camp WilliamPenn. The obverse of the 6th Regimentscolor depicts the Goddess of Libertyholding a flag, exhorting a freedmandressed in soldiers uniform. In thebackground a slave applauds the blacksoldier. Sergeant Thomas R. Hawkinsrescued this flag during a militaryassault on New Market Heights,Virginia, on September 29, 1864, forwhich he was awarded the Congression-al Medal of Honor. In his vignette for the color of the22nd Regiment, Bowser depicted a blacksoldier bayoneting a fallen Confederatecolor bearer who is attempting to defendhimself. Bowser painted the scenebelow a banner emblazonedwith Virginias state motto,Sic Semper Tyrannis (ThusAlways to Tyrants).Recalling
