Lucerne was the most power-ful of the Catholic cantons, and until 1841 hadbeen on the Liberal side, and in favour of arevision of the Federal Pact. In that year,however, the Government was utterly over-thrown at the polls, and the Clerical party cameinto power, headed by Constantine Siegwart, anable and ambitious man. who had formerly beenstrong on the other side. Catholics and Protestants, and which had onlyjoined the Confederation in 1803, had in theprevious year found it necessar)- to suppress itsmonasteries, which had fomented opposition tothe Government. Lucerne made a strong effortto persuade the Federal Diet to treat this as abreach of the Constitu-tion, according to whichall religions were to berespected ; and Aargau,although many of theCatholic inhabitants werein favour of the suppres-sion, only escaped strongermeasures by consentingto restore some of themonasteries. This busi-ness, which was notfinally settled till 1843,embittered the feelingbetween the two cantons,and in Switzerlandgenerally. Sevencantons — Lucerne,Uri, Schwvz, Unter-walden, Zug, Fri-bourg, and Valais—made a formal pro-test against thedecision of the Dietto leave Aargaualone ; and subse-quent 1 y f o r m e dthemselves into aseparate league, for the protectionof the Catholic reli-gion.
