Notes Beret, part of British Civil Defence uniform of Chief Rescue Officer Frank Roome, Essex County, England, 1937-1949 Frank Roome joined the British Civil Defence in 1937 and was appointed Chief Rescue officer in 1939. He was responsible for organising the Rescue Service for the Walthamstow Borough Council, England. During WW2 this role was extended to include the whole of Essex County. The blue badge on the sleeve signifies that he was officer in charge of incidents. The thin gold bar denotes Rescue officer rank, and the wider bar denotes “chief”. The ribbon on the jacket shows that Frank Roome received the Defence Medal 1939-45. When the war ended Mr Roome continued to work for Civil Defence for a further four years. He subsequently migrated to New Zealand, living at Glenfield, Auckland.
