Horizontal, black and white photograph showing a political billboard for Rolla Wells during his campaign for mayor of St. Louis. The billboard was located on the northwest corner of 7th and Cerre Streets. It describes policies implemented under Wells' first term as mayor, and the poster is ripped and torn in multiple places. Several men stand on the street corner along the left edge of the photo, and another man is sitting along a rocky outcropping beneath the billboard. Advertisements for Happy Hooligans theater productions can be seen to the right.

Rolla Wells served as St. Louis’s mayor from 1901-1909, including the 1904 Worlds Fair. Wells ran on the platform of “New St. Louis”, targeting some the city's infrastructure problems, including cleaner drinking water, cleaner air, greener public spaces, and public bath houses. After his two terms of mayor, Wells held other civic offices, including positions at the Federal Reserve Bank, the Democratic National Committee, and the United Railways Company.
