Res. 247) authorizing and requesting the President of the UnitedStates to call an international conference ofmaiitime nations to consider the advisabilityof entering into an agreement to control thepollution of the navigable waters of the worldon the part of oil-burning and oil-carryingvessels through the dumping into said watersof oil waste, fuel oil, oil sludge, oil slop, tarresidue, and other water ballast impregnatedwith oil, and the resolution was referred totlie Committee on Foreign Affairs, House ofRepresentatives. This is a step in the rightdirection toward an effective control of whatis becoming a very serious menace not onlyto our migrator) wild fowl, but to otherforms of life in the sea and bays and lowercourses of rivers.
