OMEGA AT UNIVERSITY OF TEXAS. Subject to the authority and general direction of the Boardof Regents, the President and the several faculties, consisting offifty-five professors, assistant professors and fellows, undertakethe immediate government and administration of the University. GENERAL POLICY. The University is the head of the state public school system,and has about eight hundred enrolled in the various schools. Theopportunities offered by the University in all its departments areopen to both sexes on equal terms. It admits as students, with-out entrance examinations, the graduates of approved state highschools, of the Sam Houston Normal Institute, and of the Agri-cultural and Mechanical College, as well as teachers holding first-grade state certificates. It is the policy of the University notonly to provide the highest culture for the youth of Texas free ofcharge, but especially to promote in every possible way the de-velopment of the public schools. Gailor has favored the Palm with the follow-ing copy of his tribute to our distinguished brother Quin-tard, which appeared on Feb. 26th last, in the N. T. Churchman: The death of the Bishop of Tennesseee at Meridian, Ga., onFeb. 15, removes one of the best known and most striking per-sonalities in the American episcopate—one that, in a singularway, commanded the confiding affection of Churchmen, notonly in the Northern and Southern states, but also in England. Bishop Quintard was born in Stamford, Conn., Dec. 22, 1824,and was therefore in his seventy-fourth year at the time of hisdeath. He belonged to one of the oldest Huguenot families inAmerica, his ancestors having emigrated from France to Eng-land, and-thence to America, soon after the Revocation of theEdict of Nantes in 1685. He was educated in New York City,received the degree of M. D., from the Univers
