Mais ce ne sont pas ces traits spirituels, ce ne sont pas les charmes de soncommerce ou même les mérites de sa culture et de son intelligence qui feront vivrele nom de Van Hulthem. Cest sa bibliothèque, qui a été lorigine de la Bibliothèquenationale de Belgique et qui en est restée une des parties essentielles, les plusconsidérables et les plus riches.

E. de Biefve. 1841 : Le Compromis des nobles.Daprès la gravure de Desvachez. Lacquisition du fonds Van Hulthem faite, la nouvelle bibliothèque reçut uneorganisation et une direction. M. de Reiffenberg, qui avait été pendant plusieursannées le collaborateur de Van Hulthem, fut nommé, le 25 juillet 1837, conservateurde la Bibliothèque royale, et il le resta jusquà sa mort, en i85o. Enfin, dès lasession i836-i837, les Chambres votèrent le budget du nouvel établissement, arrêtéau chiffre de 35,000 francs. Au cours de la session suivante, elles adoptèrent leprincipe de la réunion de la Bibliothèque royale à la Bibliothèque de Bourgogneet ajoutèrent au budget de la première les 25,000 francs de crédit alloués à laseconde. La réunion des deux collections fut définitivement consacrée par un arrêtéroyal du 3o juin i838 et complétée par ladjonction, décidée par un arrêté du 2 août,de la collection des médailles de lEtat.
