We have seen the incorporated village, with itsseparate village government, lying within the town, thevillage being at the same time a part of the town andthe villagers subject to town laws. In the same way atown or city lies within its county, the people of city andtown being subject to county laws, as well as to their owntown and city laws. Why We Have County Government.—Why do we havecounties and county government ? First, because somekinds of public work are most effectively and convenientlycarried on by the people of several towns and villages unitedin a county government. But there are other reasons forthe existence of counties than mere convenience.
