In each county consolidation is indicated by a black circle, whose size is proportionedto the amount expended for transportation of pupils. Successful operation in 32 States furnishes ample evidence thatgeographically—^which, in connection with this subject, relates chieflyto climate—there are no serious obstacles in the way of a muchgreater extension of the system. Consolidation is as successful inIdaho and North Dakota as in Florida, and serves the needs of therural population of Louisiana as efficiently as that of Indiana and

The success of consolidation in sparsely settled sectionsof North Dakota and Florida tends to dispel the popular misconcep-tion that it is practicable only in densely inhabited territory. It is significant that, in the course of this investigation, not onecase of the abandonment of a completely consolidated school wasfound. Two cases were observed where partially consolidated schoolswere abandoned after trial and a return made to the old system.Investigation disclosed that in both cases dissatisfaction was due toincompetent management of the transportation service. It may belaid down as a law that the success of a consolidated school dependslargely upon the thoroughi^iess and care with which the conveyancedepartment is managed. Free conveyance remedies very largely thedropping out of pupils before completing the eight primary grades,so common and so deplorable
