At the beginning of 1912 the first stepswere taken to introduce a rational system of inspection and overhauling that would make possible the preven-tion of failures by detecting and repairing small defectsthat otherwise would have developed into larger ones.Lack of this attention would require us to keep the carsout of service for a longer time, increasing the cost ofthe repair and increasing the working force at the car-houses.
