It established a Permanent Court of Arbitrationfor the purpose of facilitating arbitration in the case ofArbitration, international disputes which it has been found impossible tosettle by the ordinary means of diplomacy. The Court doesnot consist of a group of judges holding sessions at statedtimes to try such cases may be brought before it. But itis provided that each power shall select not more than fourpersons of recognized competence in questions of internationallaw, enjoying the highest moral reputation and disposed toaccept the duties of arbitrators, and that their appointmentshall run for six years and may be renewed.
