uarantee the integrity of the Turkish territories in Europe ;and to recognise the principles of the treaty of Utrecht,which sanctions the favourite doctrine of the French Emperor—that neutral bottoms make neutral goods, and that the flagcovers and protects the merchandise, even though it be theproperty of a belligerent, provided it be not contraband ofwar. The treaty between France and Prussia was merelynominal; all the resources and troops of Prussia had longbeen at the disposal of France, and this treaty, which was de-fensive, contained no stipulation regarding the force whicheither party should bring into the field. Preparations had been made by Russia, so early as thespring of 1811, to meet the crisis which was so fast approach-ing. Two hundred thousand troops were concentrated in thewestern governments of the Russian empire ; the manufac-ture of arms was encouraged; five hundred thousand muskets,and two thousand pieces of ordnance, were manufactured with --—-:•:•••-.-
