eligiously believe the salva-tion of the cause depends upon it, and without it your officerswill moulder to nothing, or be composed of low and illiteratemen, void of capacity for this or any other business. * * * *Personally, as an officer, I have no interest in the decision ;because I have declared, and I now repeat it, that I never willreceive the smallest benefit from the half-pay establishment.But the deep-seated jealousy of the army, which haunted Con-gress and the country, like a Banshee, throughout the wholecourse of the war, was too powerful for even Washingtonsrepresentations. All that could be effected was an unsatisfac-tory compromise, and some of the officers saw or affected tosee, in the reluctance of the government to provide properly forits defenders, a sign of fatal weakness, which but little recom-mended the republican form.
