Ohio Flatboat. gress. The same year General Arthur St. Clair wasmade governor of all the territory. In 1788 he reachedMarietta, the oldest American settlement in Ohio. In1790 he, with the judges of the superior court, descend-ed the Ohio river in flatboats to the present site ofCincinnati. Here they laid out a county large enoughto include all the settlements in that neighborhood andcalled it Hamilton county. They proceeded down theriver and up the Mississippi to Kaskaskia, and therelaid out two counties, to include all the settlements in 97

The boundary line of onebegan near the present town of Tazewell, on theIllinois river, ran straight to the site of Fort Massac,then followed the Ohio, Mississippi and Illinois to theplace of beginning. This county was called St. Clair.All to the east of this and south of the Illinois wasknown as Knox county. A court was established atCahokia and the forms of federal government begun.In 1795 the settlements in the Illinois country and thecommencement of the courts justified the establishingof another county. A line was drawn a little south ofthe settlement of New Design, east and west from theMississippi, to the Knox county line, and all south ofthat line was called Randolph county.
