  • Written on verso: May 9 1862 "Three States of Georgia, Florida, and South Carolina having deliberately declared themselves no longer under the protection of the United States Government and having taken up arms against it - it therefore became necessary to declare martial law in these three states. Slavery being incompatible with martial law in a free country, the slaves in Georgia, Florida, and South Carolina are acordingly [i.e., accordingly] declared forever free" Hunter.
