Angel Vrgiles, a mass casualty instructor from Hurlburt Field, Fla., talks with a member of the Philippine army about the outcome of a mass casualty exercise as part of Pacific Angel Philippines, Bohol Province, Philippines, Aug. 21, 2015. The mass casualty exercise was the culminating event of a five-day subject matter expert exchange between the U.S. Defense Institute for Medical Operations, the Armed Forces of the Philippines, the Philippine National Police, the Telephone and Radio System Integrated Emergency Response, the Provincial Heath Care Unit and the City Heath Care Unit. Pacific Angel is a multilateral humanitarian assistance civil military operation, which improves military-to-military partnerships in the Pacific while also providing medical health outreach, civic engineering projects and subject matter exchanges among partner forces.
