nts of State tribunals.Besides the supreme court, there are United States district courts,with judges, district attorneys, and marshals, in districts com-prising part or whole of the several States. The citizens of eachState are entitled to all privileges and immunities of the severalStates. Criminals escaping from one State to another are givenup for trial on demand of the Executive; and the Constitutiondeclares that no person held to service or labor in one State,under the laws thereof, escaping into another, shall, in conse-quence of any law or regulation therein, be discharged from suchservice or labor, but shall be delivered up on claim of the party towhom such service or labor may be due. The Constitution maybe amended by a convention called at the request of two-thirds ofthe States; or amendments may be proposed by a vote of two-thirds of Congress, and ratified by two-thirds of the States; butno State, without its consent, shall be deprived of its equal suf-frage in the Senate.

Hayes resigned the Governorship of Ohio.proceeded to Washington, and was peacefully inaugurated as theNineteenth President of the United States, and became the Pres-ident de facto, although the Democratic party continued to holdthat Samuel J. Tilden was President de jure. After the inaugural,however, the public mind, so long overstrained, relaxed, andpolitical passion cooled. A blessed repose that was much neededfell upon the country. The depression in all the commercial andmanufacturing interests throughout the country, which began in1S73, still continued, and the people looked forward with muchanxiety to the financial condition of the Republic, and eagerlyawaited the dawn of a revival of business interests.
