ns with the teachers conducting them, we feel fullyjustified in saying that in the Portland high schools there areteachers equal to the best that we have ever seen in any sec-ondary school—and there are also teachers as poor as the poor-est that we have ever seen anywhere. Examples of such ex-tremes of surpassing excellence and of lamentable inefficiencywe have never before met with in one and the same school; andin some cases the representatives of inefficiency were drawingconsiderably larger salaries than were the representatives ofexcellence. The conditions as they relate to salaries have beenconsidered at some length in Chapter V. A careful study of the curriculum of the high schools, andlong conferences with the three principals and with eight de-partment heads, regarding its character, administration, andadaptation to the needs of the youth and the community, formthe chief immediate basis of the characterizations and criticismsthat follow. As outlined in the published highschool courses of study, there are ten distinct courses ofstudy, among which a pupil beginning high school work mustchoose, as follows: English, Latin, German, Scientific, CollegePreparatory, Teaching, Dressmaking, Domestic Science, ManualTraining, and Commercial. The chief constituents of every oneof these courses, with the possible exception of the Commercial,are found in the six subjects first indicated on the chart, thatis, English, history, science, mathematics, Latin and German.Indeed, the five courses first named above are made up entirelyof these six subjects, taken in varying proportions.
