TOWARD the end of December, each year,we read in the public prints that the fleethas been reviewed by the Secretary of the Navyor some other officer high in command, and thatit has departed for the Caribbean for the wintermaneuvers. Usually, nothing more is heard ofthe fleet until about April 1, when it arrives offPensacola for target practice. It is not strange,then, that the public has but a hazy idea of therelation of these winter cruises to the prepared-ness and efficiency of our navy.
